Carl Messina
Senior Lawyer & Director
Carl’s experience in personal injury law began in 2011. He joined Simon Walters Solicitors, working on the plaintiff side before moving across to defendant litigation, first with Jarman McKenna and then with Hall & Wilcox. This cross-practice experience provided Carl with valuable insight into both sides of personal claims law and is an advantage for his clients.
As a Senior Lawyer and Director at Perth City Legal, Carl works with clients to provide reliable and timely advice concerning complex matters. His goal is to achieve outcomes that are in their best interest. Carl specialises in motor vehicle accident claims, workers’ compensation and public liability matters.
Carl graduated from Murdoch University in 2009, attaining a Bachelor of Commerce and Juris Doctor (JD) through Murdoch University School of Law.
Matt Webster
Senior Lawyer & Director
Matt has over a decade of experience in personal injury compensation and insurance law, representing both plaintiffs and insurers. Extensive experience on both sides of personal injury litigation has provided Matt with a practical and proven understanding of managing various claims.
Matt specialises in workers’ compensation and motor vehicle accident claims, including providing advice and assistance on liability, quantum and claims management strategies.
After obtaining his Bachelor of Laws from the University of Notre Dame Fremantle in 2010, Matt was admitted as a Barrister and Solicitor of the Supreme Court of Western Australia in February 2012.
Matt regularly attends conferences and hearings at the WorkCover WA Conciliation and Arbitration Service and the District Court and Supreme Courts of Western Australia. When not at work, he enjoys playing hockey, watching footy and travelling.
Tracey Sleight
Legal Practice Manager & Senior Paralegal
Tracey has over 30 years of experience in the specialised areas of workers’ compensation law and motor vehicle injury claims. Her expertise in both areas of law has made her a vital member of Perth City Legal’s close-knit team for over a decade, and one of Perth’s most highly-regarded Senior Litigation Paralegals.
Tracey’s focus is to make the claim process as simple as possible. Her exceptional service standards, unparalleled experience and skill for achieving the best outcomes see her approach every case with care, compassion and commitment. Personal injury claims can be confusing and daunting for clients. Tracey is available to answer any questions or address your concerns.

Declan O’Hurley
Paralegal
Declan was drawn to the law at an early age and joined Perth City Legal as a Law Clerk in 2019. Wanting to assist people with little or no representation and see that they were rightfully compensated, Declan decided the plaintiff’s side of personal injury law suited him best. As a Legal Clerk, Declan assists clients in personal injury compensation claims. His empathy and attention to detail make him an asset to the team and our clients.
Declan has experience in both motor vehicle accident claims and workers’ compensation claims. He has also assisted barristers in common law trials.
Declan aims to complete a Bachelor of Law.
